Responsibility and transparency in governmental organizations in Cameroon: a review of institutional arrangements.

The article reports on the theoretical analytical framework and operational aspects of the concepts of responsibility, accountability and transparency within public services, as well as the way they are perceived in the Cameroon sociocultural context. This matrix is then applied to a review of institutional provisions in Cameroon and an analysis of their effectiveness. The conclusion outlines the minimum conditions for successfully implementing measures which have been already introduced or planned for the future.
