Abstract

The article analyzes the shift from culture to ethnicity. It discusses the Canadian pyramidal society, Canada's multiculturalism and the cultural policy in Quebec. In Canada, multiculturalism is a political term with a political goal which refers to legislation embodied in a specific administrative body. Although multiculturalism may use the term culture and have a cultural impact, it has primarily an ethnic and political one. A multicultural policy in the country is the solution to possible ethnic conflicts. The more ethnic Canadian society is, the more it will depend on culture for its self-definition.
