Abstract
- The article examines the challenges faced by schools in implementing the Every Child Matters (ECM) agenda in Great Britain. Schools realized early that they will make progress on ECM if they work collaboratively. For instance, Essex local authority had completed a two-year research and development project examining the difference networking can make to progress on ECM development.
