Realistische Randbemerkung.

The article presents information about West German discussion concerning self-regulation in health insurance. Reasons for the previous health insurance system's failure are described as problems with human nature and problems inherent to the system's organization. The health care reform is discussed, and the implications of health insurance self-regulation for families with low wages are noted. A suggestion is given to remove families with children from compulsory self-regulation.
