Abstract
- The article focuses on the efforts of the Canadian Community Newspaper Association (CCNA) in lobbying for more federal government advertising. CCNA argues that small papers are a cost-effective way to reach the estimated 29 percent of readers who do not pick up a daily paper. Since launching the initiative, community newspapers are getting around 15-17 percent of the federal government's advertising spending.
