The article presents a discussion on previous events and developments in the resource recycling industry, twenty years and ten years ago. A bill that created what was then considered as the nation's most comprehensive and compulsory statewide source separation and recycling program was signed in 1987 by New Jersey Governor Thomas Kean. The oversupply of old newspapers (ONP) and residential mixed paper (RMP) in the U.S. marketplace has caused the depression in markets and prices for ONP and RMP in 1997.
