Abstract

The article highlights government policy and legal barriers to public scholastic access to presidential documents. A detailed history and exploration of the Presidential Records Act, which provides a 12-year window to withhold documents from office despite the Freedom of Information Act which makes public access to nearly all government documentation. The executive order by U.S. President George W. Bush which provides further power to presidents' ability to withhold records is also discussed.
