Abstract

The article discusses the Internet as an educational tool in third world nations and the need for Internet-based learning resources to promote literacy in the universal languages. The resources of the Internet are often at a level of English (or French) difficult for those with other first languages. Free resources such as Apache and Sendmail, the ubiquity of cell phones in developing nations, computer-based dictionaries, and text-to-speech programs may contribute to a cheap literacy solution.
