Student fees, but not for Scots.

The article focuses on the introduction of the Student Fees Order 2006 in Scotland. This is applicable to higher education institutions in Scotland but no Scottish students was being asked to pay more. The fees would be applicable only to students from other parts of Great Britain. Fiona Hyslop said that Scottish education must be based on the ability to learn and not on the ability to pay. It is feared that the purpose was to discourage students from other parts to come to Scottish schools.
