Abstract: The article reports on U.S. President Lyndon Baines Johnson's release of higher education papers prepared by a higher education task force headed by John W. Gardner. The report proposes federal scholarships for needy students, expansions of a federal work-study program, establishment of a federally guaranteed student loans and a national humanities foundation.
