THE FUTILITY OF PROTESTS.

The article reports on the German decree, which is considered to unlikely secure any modification to the protests from the U.S. or any other neutral Power. Despite that this decree is not supported, it is asserted that it tries to institute a virtual blockade of German ports. The blockade of the German ports by the allies under the international law is regarded unquestionable. The decree gives compensation for the cargoes of the German ships and it will impose without danger to neutral ships.
