Abstract

The article reports that the Pipeline and Hazardous Materials Safety Administration withdrew a rule that would have established the requirement of fully draining the pipes used in loading and unloading after a pickup or delivery in the United States. The agency decided that the requirement would not produce the level of benefits it had anticipated. The agency will work with industry groups to increase awareness of the dangers of unprotected wetlines.
