Abstract

The article discusses the legal authorities of the local school boards in the U.S. As vested by statute with power and discretion in managing public schools, a board of education is authorized to determine the course of study, maintain a model school for the normal school students. However, that exercise of that discretion cannot be delegated to others. The university and the city school superintendents have the authority to select the student teachers.
