Abstract

This article reports that U.S. universities and colleges are boycotting a federal aid to special education program that provides grants to train special education teachers. The program is administered by the Department of Education's Office of Special Education and Rehabilitative Services. College administrators criticized the program as impractical and hastily conceived.
