Abstract

The article focuses on the acquisition and development of scientific and technological capabilities by Arab Countries to fight back the military threat to autonomy posed by technologically advanced Europe. It is claimed that the military threat to the autonomy of the Middle East which is posed by Europe has became the driving factor behind the will to acquire advanced scientific and technological capabilities. Colleges and universities have been founded and produced graduates, few of which are scientists. These graduates could make significant contributions to Arab educational and economic development. Meanwhile, on the governmental side, the major factors forcing the acquisition of science and technology are the need for economic development and physical preservation of the state.
