The article discusses the significance of children and youth involvement to the community development. The authors accounted the 1946 Citizens' Council on City Planning in Philadelphia, Pennsylvania that gave children opportunity to participate in the drafting of ordinance for improving Philadelphia. The voices of the children had proven their worth in the community. Their understanding on better living was enhanced, their awareness of their responsibilities for community progress was unlocked, and their human relations were nourished.
