The article reports that the 41,000-member militia in Canada will be converted almost entirely into a civil defense force. With the development, equipment not needed for survival operations will be gradually withdrawn and only small arms and transport and communications equipment will be kept. Units of the new force will be trained in radiation monitoring, traffic control, demolition, maintenance of law and order.
