Abstract
- The article presents a speech given before the annual meeting of the American Association for the Advancement of Science in Cleveland, Ohio. It provides recommendations and proposals concerning problems of stockpiling and rationing of scientific manpower. It also discusses several issues regarding the use of scientists in war preparation.
