Abstract

The article focuses on the agreement of the Northeast States to forge a mutual aid civil defense program. At the Eastern Conference on Civil Defense in New York City on September 22-23, 1950, Governor Thomas Dewey of New York suggested that this will be made among the ten states that include Maine, New Hampshire, Vermont, Massachusetts, Connecticut, Rhode Island, Pennsylvania, Delaware, New York, and New Jersey. At this same meeting, James Wadsworth of the Civilian Defense Office of the National Security Resources Board stressed that the states were ahead of the federal government in civil defense planning, adding that in some respects the federal government was not equipped to go ahead at full speed.
