- The following is an excerpt from a speech, given by John J. Lee, Wayne University, at the regional meeting of the INTERNATIONAL COUNCIL FOR EXCEPTIONAL CHILDREN at Nashville, Tennessee, October 11, 1955. It deals with a problem in which we are all interested and one that has a great deal of importance in. planning educational programs for exceptional children.
