The Mental Retardation Program of the Department of Health, Education, and Welfare.

The Department of Health, Education, and We/f are carries major responsibility for implementation of the recommendations made by the President's Panel on Mental Retardation. The department's mental retardation program includes activities related to research, studies, demonstrations, training of professional personnel, services, construction, planning, and income maintenance.
