Abstract
- The article reflects on the negative results of the French and Dutch referenda on the treaty establishing a European Constitution. It is speculated that the negative outcome may precipitate a political crisis within the European Union (EU). The exercise is deemed to be similar to the regular activities of the European Union, including the generation of new policies and the passage of laws, which have not resulted in a political crisis. A documentary constitution was not immediately necessary to the EU and therefore did not cause anything that could escalate into a crisis.
