Abstract

The article questions whether President George W. Bush has gone too far by authorized secret wiretaps of terrorism suspects on United States soil. The government has disregarded many legal norms in the war on terror. In such an open-ended endeavor with no concrete national enemy to defeat, these practices are not short-term measures, but permanent changes to U.S. laws. INSET: Caught in the Net?.
