Abstract
- The article focuses on the false-positive cases of employment decline in Dickinson County, Michigan and Koochiching County, Minnesota. Both states experienced strong employment growth between 1988 and 1990. The employment growth was the result of large construction projects which brought migrant labor. Both states also experienced employment decline after the project but have established paths to rebound employment growth.
