The article discusses alternatives for pricing electricity transmission in future regional transmission organizations (RTO) in the U.S. One alternative would be to charge the same rate system-wide across entire RTO and to roll in the costs of new electricity transmission investments. One undesirable implication of rolled-in postage-stamp pricing for new investments in electricity transmission is that it could underprice new investments by spreading some of those costs.
