Abstract

The article examines the foreign policy under the administration of U.S. President Ronald Reagan. The Reagan budget deficit is putting pressure to reduce U.S. troop commitments abroad. The tight budget is also weakening support for foreign aid, a vital tool of U.S. diplomacy. In the Philippines, U.S. support of President Corazon C. Aquino has not curbed Communist insurgency. Reagan has also failed to secure Russian President Vladimir Gorbachev's commitment to cooperate on regional disputes.
