Abstract

The article is dedicated to examining the prerequisites and boundaries of informational sovereignty in the information sphere as a component of state sovereignty in general. Taking into account Ukraine's close integration into the international community, the necessity and feasibility of implementing certain directions of state policy in the international information space in cooperation with other subjects of information relations are substantiated. Certain provisions of international law are analyzed, based on which states, on the one hand, have the right to pursue their interests in the information space with the assistance of other states, and on the other hand, have corresponding obligations to provide reciproca l assistance to other actors. The scientific understanding of state informational sovereignty and its components - internal and external - is discussed. Informational sovereignty is defined as a prerequisite for Ukraine's international cooperation in the information sphere, and the need to protect both its internal and external components from information aggression by the Russian Federation is justified. Examples of information operations conducted by representatives of the aggressor state are provided, which were aimed at damaging the state's image in the eyes of international partners, thus limiting both the internal and external components of informational sovereignty. At the same time, the evident lack of an effective mechanism for countering information aggression on the part of both international institutions and states as subjects of information relations is highlighted. It is concluded that the protection of informational sovereignty from an aggressor remains largely ignored by the international community. To safeguard informational sovereignty both within the state and on the global stage, a series of measures must be taken, ranging from the development of criteria for identifying information aggression (or aggression in the information space) to the creation of effective mechanisms for counteracting such aggression and bringing perpetrators to justice at the international level. This will help establish civilized rules of conduct in the information space and eliminate the segment where aggressive information actions are carried out. [ABSTRACT FROM AUTHOR]
