Abstract
- The topic related to the personnel who ensured the daily activity of the Danubian quarantines in Bessarabia during the specified period is poorly researched. In this article we aimed to cover this historiographical gap. For this purpose, we used the documentary material from Fund 2 (Chancellery of the Governor of Bessarabia) of the National Archives of the Republic of Moldova (ANRM), as well as the documents published in the collections of laws of the Russian Empire. First of all, we analyzed issues regarding the staffing of quarantine institutions, as well as the increase in the number of officials and employees and their salaries. We examined this aspect using the example of the cordon sanitaire at the mouth of the Danube. Secondly, we analyzed the professional risks and benefits of employees of the Danube quarantine institutions, paying attention to working conditions, morbidity statistics and some other issues. The studied documentary material allows us to conclude that during the period under review, the number of of- ficials and employees of the Danube quarantines in Bessarabia was constantly growing, which indicates the efforts of the Russian authorities to prevent the penetration of the plague epidemic into the Empire. However, the number of employees in the approved staff states was constantly insufficient, and adjustments were made with significant delays. On the other hand, difficult working conditions led to staff turnover and difficulties in filling existing vacancies. The phenomenon persisted despite attempts by the imperial authorities to provide financial incentives to officials and employees of quarantine institutions. [ABSTRACT FROM AUTHOR]
