One of the biggest reasons for this is the privacy laws that have been established at corporations and governments throughout the country. Throwing out documents isn't enough nowadays. Thieves will forage in a company's garbage and pull out these documents that have sensitive numbers on them. Schools are also gathering more mixed paper, as they now have established recycling programs that were not around five years ago.
