Abstract

This research investigates the role of universities in developing an entrepreneurial culture and preparing students to become entrepreneurs in Indonesia. It evaluates the efforts made by 36 public and private universities in fostering entrepreneurship through a combination of qualitative and quantitative approaches. The study identifies seven key domains--university commitment, values, environment, main and supporting activities, facilities and infrastructure, and external cooperation--that influence entrepreneurial development. While 85% of universities claimed to have a strategy for fostering entrepreneurship, only 20% effectively implement entrepreneurship programs, and very few provide supporting infrastructure or cooperate with external partners. The study reveals that despite formal strategies, most universities are not fully involved in fostering a strong entrepreneurial culture. The findings emphasize the need for consistent university involvement in entrepreneurial education, improved facilities, and greater collaboration with industries to enhance entrepreneurship development and support the Indonesian National Movement to Popularize and Cultivate Entrepreneurship. The study contributes to policy recommendations for universities to enhance their entrepreneurial culture, ultimately promoting job creation and sustainable economic growth. [ABSTRACT FROM AUTHOR]
