Abstract

Choosing the appropriate project requires good planning based on scientific foundations, especially in Iraq, due to the tremendous development witnessed in the construction industry. Incorrect selection of projects leads to many challenges that may accompany the project throughout its implementation period such as delay in delivery, exceeding the planned cost, overlapping work, and finally, project stopping. In Iraq, focusing on contractor selection, specifically who submits the lowest bid, regardless of the actual feasibility of the project and the integration of its components, led to the spread of random projects that do not achieve their true purpose due to neglect of integration. The following steps were followed to overcome the mentioned problems: (1) Thirty-one influence factors on choosing the appropriate project were identified through an extensive review of the literature; (2) Only seven factors were selected according to the Fuzzy Delphi Technique (FDT); (3) The priority and weight of each factor were determined through pairwise comparisons using the Analytical Network Process (ANP). As a result, a model was developed to select the most appropriate project, and to verify the validity of the proposed model, a case study was applied to three projects for constructing residential complexes belonging to the private sector, which can give an excellent view of the efficiency of the basic project elements, which are structural/organizational, technical, and financial aspects in selecting the best project.
