Abstract

The article analyzes the implications of the U.S. Environmental Protection Agency's (EPA) emissions reduction rule covering methane and other volatile organic compounds for state implementation and small oil and gas producers. It discusses legal challenges of the rule based on economic harms including performance standards to limit emissions, supply chain issues and costs associated with compliance by oil and gas well owners, and cost of state plan development and enforcement.
