This article explores the connection between fair housing law and climate justice, focusing on the impact of flooding on Black communities. It discusses the history of Black communities being located in flood-prone areas due to discriminatory practices such as redlining. The article also examines the concept of climate retreat, which involves relocating residents from high-risk flood areas to safer locations. It highlights the use of voluntary buyout programs as a response to climate-related property loss and discusses the potential benefits and challenges of these programs.
