Abstract
- This article discusses the land management of Owens Lake, which reappeared in 2023 after being drained decades ago. The lake, located in Owens Valley, was the center of California's water wars, as Los Angeles used legal and coercive tactics to gain control of the valley's water supply. The drying of the lake led to the formation of toxic dust storms, which became a major source of air pollution. The Los Angeles Department of Water and Power (LADWP) has since invested billions of dollars in the Owens Lake Dust Mitigation Project to address the dust pollution. The article emphasizes the need for a flexible and adaptive approach to managing air quality in Owens Lake and highlights the potential benefits of LADWP's methods for other terminal lakes facing similar challenges.
