Abstract

Chin-Hao Huang's book, "Power and Restraint in China's Rise," challenges conventional narratives about China, ASEAN, and US strategy in Asia. Huang argues that China's use of coercive military power is variable and contingent, and that its restraint is closely tied to a strong ASEAN consensus. He also finds that times of Chinese restraint are not linked to US deterrence actions, but rather to the strength of ASEAN's response to China's actions. Huang's analysis offers new insights into the motivations and behavior of China as a strategic actor, highlighting the importance of regional consensus and norms. [Extracted from the article]
