Identification of several specific problems for multidisciplinary groups to discuss in forums and submit reports prior to the actual conference; Major objective of the conference; Depression felt by the author on the first afternoon of the meetings as it became strikingly clear that the hundreds of delegates and observers who were attending the Conference had no meaningful roles to play.
