A powerful Pacific storm has brought hurricane-force winds and heavy rain to California, prompting Governor Gavin Newsom to declare a state of emergency in eight counties. Wind gusts of up to 92 miles per hour have left nearly 900,000 customers without electricity, and the risk of flooding and mudslides is expected to increase. Los Angeles is expected to receive the heaviest precipitation, with up to 12 inches of rain in the mountains and 4 to 8 inches in the city.
