Abstract

China's policy banks, the China Development Bank and the Export-Import Bank of China, did not provide any new energy loans for overseas projects last year, according to researchers from Boston University's Global Development Policy Center. This marks the first time since before 2000 that the banks have not made such loans. The report also states that the banks have been reducing lending to overseas energy projects for the past five years, but have still provided $75 billion in financing since 2016. China's Belt and Road program is shifting its focus away from fossil fuel projects and towards cleaner sources of energy, in line with President Xi Jinping's commitment to green and low-carbon development.
