Refusal by home secretary Roy Jenkins to carry out the court order to flog a life prisoner who had assailed and killed his warder; Insistence by politician Edward Heath that the Labor government should take full responsibility for the escape of the traitor Blake; Fact that the maneuver of the Labor government was to appoint a commission to look into the matter of prison security.
