Abstract

The article focuses on the use of recycled-content and other environmentally preferable papers by the U.S. government. Ever since a government employee in China invented paper almost 2,000 years ago, governments have been using paper as the primary means to explain government policies. What more and more governments are beginning to realize, however, is that the paper itself also says a lot about a government's policies. Buying recycled-content, process-chlorine free paper, that was not made with trees from endangered forests, for example, is increasingly viewed as an important indicator of the value a government agency or private-sector company places on protecting human health and reducing related environmental impacts.
