Abstract

Urgency of the research. Relationship between governance and public administration is a social phenomenon that is actively relevant today in various spheres of public life. It becomes especially important at the stage of development of global civilization and individual communities, when socioturbulent tendencies play a powerful role. In such conditions, public administration has the potential to organize, interact, integrate different democratization trends. The article emphasizes that this potential is especially important to use as fruitfully as possible in public administration of science and education. Target setting. It is necessary to find out not only the unity, but also the difference between the principles of education management and the management of science, the principles of public-state and state-public management of the system of science, as well as to reveal the specifics of the implementation of the principles of one or another form of its selforganization. Actual scientific researches and issues analysis. From a philosophical standpoint, scientific communication was already studied in Ukraine by I. Dobronravova, as well as by the author himself, and M. Boychenko philosophically analyzed the related educational communication. A more general conceptual description of the democratic principles of education was classically given by the American philosopher, a classic of the philosophy of pragmatism, J. Dewey. The principle of subsidiarity, according to which most of the powers are delegated from the leading and central authorities to subordinate and regional ones, was studied by the modern German philosopher O. Goffe. At the same time, important generalizations approaching the philosophical level of conceptualization were made by representatives of political science and management theory in Ukraine - O. Horban and O. Tyagusheva, H. Yelnikova, A. Krupnyk, O. Onats and L. Kalinina, H. Todosova and others. and also in the world - M. Domenek, P. Laskum. Basic legal documents of Ukraine, which regulate scientific activity, activity of public councils as special public organizations, regional policy, etc., should also be taken into account. At the same time, a generalized analysis of public-state management of science as a specific model of decentralization in the organization of science on philosophical grounds in Ukraine was not carried out. The research objective. This makes it necessary to investigate the public-state management of science on philosophical grounds as a specific model of decentralization in the organization of science. The statement of basic materials. It is emphasized that the democratization of science implies the growing influence of the public on science, and hence the introduction of public-state or state-public management of the science system, the principles of its self-organization. In Ukraine, the model of structural public support has been implemented, when the subordination vertical of management presupposes the presence of public structures at each management level – public councils, which have not yet become a real force and voice of the public. The development of self-organization of scientists, including the creation of alternative, “additional” social structures is a key factor in strengthening the social component in the management of science, as well as contribute to the development of science in general. Conclusions. It is noted that the regionalization of science is focused not so much on the autonomy of regional authorities, but on improving the coordination of executive bodies in the field of innovation based on a common understanding of the goals and objectives of innovative development of Ukraine.
