Abstract

The paper deals with the problems of forming a comfortable urban environment, taking into account the achievements and great successes in science and technology, as well as technologies used by people. It is shown that they are still quite far from the "waste-free" processes of nature, in which energy or matter passes from one state to another and find their place in ecological systems. Research in this area does not raise doubts. Environmental pollution, irrational use of natural goods and components leave their detrimental imprint on human health and life, society and the ecosystem as a whole. The study showed that the formation of a comfortable urban environment is a set of measures aimed at preventing the occurrence and development of environmentally hazardous situations and eliminating their consequences, as well as protecting the life, health of the population and society as a whole. At the same time, its goal is to create a favorable and comfortable environment for human life, as an integral element of the ecosystem, to ensure the protection of biological diversity and natural resources from various kinds of threats, including natural, man-made, anthropogenic and others. In the field of ensuring a comfortable urban environment and rational use of natural resources in Russia, specific subjects of the state have other equally important issues that need to be resolved, which are often not paid attention to in a timely manner. The materials presented in the study show that ensuring the formation of a comfortable urban environment and rational use of natural resources needs a certain reform, which would make it possible, in the legislative and organizational terms, to finally stabilize the activity of this system, as well as to determine its role as a tool for protecting the population, society, natural resources and the environment in the new socio-economic conditions for the long term.
