Abstract
- This article discusses highway expansion plan proposed by Virginia's Department of Transportation. A nearly $700 million proposal to add four possibly bondfinanced, high occupancy toil lanes to Interstate 495 received a significant boost last week when Virginia transportation officials voted to pursue a similar HOT lanes strategy for the highway in order to reduce traffic congestion. The board's decision helps pave the way for a pending proposal, estimated to cost $694 million, by engineering and construction firm Fluor Daniel Inc. to build four 14-mile-long HOT lanes down the center of 1-495 between Springfield and the Dulles Toll Road.
