Abstract

The article discusses the voter intent laws in the U.S. and their potential effects for the counting of paper ballots. Other topics include the Help America Vote Act of 2002 and its provision on voter intent determination, the ballot-counting provisions based on rules versus standards, and the historic vote-by-mail (VBM) voter participation during the COVID-19 pandemic.
