- 199 / EU Defence Ambitions and Capabilities: Can it do better in a more dangerous environment? Leaving aside the US, a natural partner and treaty ally to nearly all EU member states through NATO membership, the EU as a whole is outgunned on a number of indicators by both China and Russia, but EU capacities are nonetheless significant. In addition, the rules governing third-party participation are likely to make effective collaboration with non-EU companies, and with EU-based companies controlled by non-EU entities, difficult to achieve, as they either prevent (in the case of non-EU participants) or limit (in the case of entities controlled by non-EU participants) access to EDF funds and classified information related to these projects and control the intel-lectual-property rights generated through collaboration.
