Abstract

Focuses on the negotiations held among the nations, France, Germany, Italy and Great Britain, to agree about the extent to which and the conditions under which the plan of the Dawes commission shall be put into operation. Doubt on the result of the negotiations; Occupation of a strong strategic position, in the negotiations, by Germany; Realization of the consequent improvement in German bargaining power, by the German nationalists and their intention to make the most of it; Weakened bargaining power on the part of France; Attitude of the American government, likely to be decisive as to the result of the negotiations; Power that the American government has, either to insist that the healing and reconciling implications of the Dawes plan be, recognized and developed or to allow them to be ignored and suffocated.
