Abstract

Argues that the United States is responsible at the peace congress if it will abandon its neutrality policy. Prevalent views among Americans that the country is destined to take an influential part in the termination and settlement of the war; Analysis of President Woodrow Wilson's neutrality appeal of August 19, 1914; Demand for a constructive policy that will both safeguard the interests of the nation and also enable the United States to exert its influence in formulating and securing the public right of the world; Claim of the author that the Americans are not justified in criticizing the aims of the Allies as long as they remain in self-centered ease and refuse to assume international responsibilities.
