Abstract

Focuses on formation of "blanket code" by the National Recovery Administration (NRA) to increase employment and wages, shorten working weeks and abolish undesirable practices in the industries; Purpose of formation of the code is to force each industry to formulate its separate code and get it accepted by Washington; Reduction in the volume of business in the U.S. during the depression; Efforts of NRA Administrator Hugh S. Johnson to augment business by a great "Buy Now" campaign; Response of the industries to the "blanket code"; Statement that the codes submitted by the industries have contradicted the plain language of the Recovery Act by insisting upon the maintenance of company unions, or upon other restrictions upon the right of labor to bargain collectively through representatives of its own free choices.
