The author continues the thread of her study with Professor Dale D. Goble of the "significant portion of its range" (SPR) phrase contained in the definitions of threatened species and endangered species in the Endangered Species Act (ESA). Topics discussed include the state of the SPR case law and policy in the U.S., the evolution of the SPR phrase, and the apparently settled, definitely settled and seemingly avoidable SPR issues.
