Abstract

Five Global Fund Malaria Programs have been implemented in China from 2003 to 2013. As the international cooperation programs with the largest amount of capital investment, the widest coverage and the longest execution period in the field of malaria control, China Global Fund Malaria Programs have accumulated rich experience in program management including program application, implementation, supervision, evaluation, etc. Relied on our country's health and disease control system, these programs have formulated clear work plans and management system, established the performance-based funding mechanism, and carried out monitoring and evaluation throughout the program cycle. These experiences ensured the standard implementation of the programs and promoted the malaria situation from control to elimination in China, including the work plans based on local malaria control strategy, the program management concept of performance-based funding, the strict financial management, the consistent supervision and evaluation mechanism, the standardized trace data management, and the extensive multi-sector cooperation mechanism. This paper aims to explore the characteristics and experiences of China Global Fund Malaria Program management, so as to provide reference for China's future international cooperation project management in the field of public health assistance.
